The Ministry of Power (MoP) has released draft guidelines for awarding imported coal-based 4,000 MW of ultra mega power projects (UMPP). The guidelines propose pass-through of variations in case of both reductions and escalations in variables such as fuel cost, change of law in international coal markets and related issues affecting the input cost to the final consumer.
