MoRTH plans to implement Value Engineering Programme

The MoRTH plans to implement a Value Engineering Programme for promoting new technologies, materials and equipment in highway projects executed under either the public-private partnership mode or the public funding mode. The objective is to reduce the construction cost, enhance the speed of construction, increase asset durability and improve aesthetics and safety. Further, a national panel of experts has been reconstituted to examine all technical matters involving new technologies, materials and equipment referred to it by the concerned engineers or concessionaires and contractors; resolve technical issues arising as a result of differences of opinion between engineers and concessionaires or contractors regarding implementation; take a decision on the need for field trials; and finalise associated design approaches, construction methodologies as well as the relevant specifications and guidelines so that the contractor can use the proposed materials, technologies or equipment in the highway project.
