The MoRTH has launched the Bidder Information Management System (BIMS) and the Bhoomi Rashi-Public Financial Management System (PFMS) linkage portals in order to expedite pre-construction processes related to bidding and land acquisition respectively. BIMS is aimed at streamlining the process of pre-qualification of bidders for engineering, procurement and construction (EPC) contracts for national highway works with enhanced transparency and objectivity. The portal will work as a database of information about bidders, covering basic details, civil works experience, cash accruals and network, annual turnover, etc. The BIMS portal will be operated in conjunction with the Central Public Procurement Portal for the invitation of bids for civil works for EPC projects.
Bhoomi Rashi, the portal developed by the MoRTH and the National Informatics Centre, comprises the entire revenue data of the country. The integration of PFMS with Bhoomi Rashi will facilitate payments related to compensation for land acquisition to all the beneficiaries directly through the Bhoomi Rashi system.
