The Sea Cargo Manifest and Transshipment (Amendment) Regulations [SCMT], 2019, with draft amendments to the regulations came into effect from August 1, 2019. The regulations are applicable for all cargo to be discharged, loaded or transshipped at any Indian port, and for the cargo transiting via any Indian port (with foreign cargo remaining on board). However, it is expected that there would be a leeway for a period of 45 days from the commencement of SCMT, 2019, so as to adopt the new manifest filing requirements.
